GOVERNOR LALONG FELICITATES WITH SPEAKER FEMI GBAJABIAMILA AT 59

Plateau State Governor and Chairman of the Northern States Governor's Forum, Simon Bako Lalong has congratulated the Speaker of the House of Representatives, Femi Gbajabiamila on his 59th birthday. 

Governor Lalong described the Speaker as a patriotic and dispassionate Nigerian who believes in the unity, peace and progress of the nation. 

Lalong said Gbajabiamila has demonstrated that he is a true democrat who believes in the rule of law, freedom of expression, human rights, independence of all arms of Government and their synergy in service delivery. 

Governor Lalong said the Speaker has contributed immensely to the growth of democracy and in particular that of the legislature having been actively involved in the politics over a long period of time. 

While wishing him many more years of peace, God's protection and guidance, Lalong urged the Speaker to continue to give the 9th House of Representatives the desired leadership that will enable it enact appropriate laws for the good governance of the nation and conduct of oversight functions.

PROF. SABESTINE MAIMAKO: THE FATHER OF MODERN UNIJOS

The name Prof. Sabestine Maimako  does need introduction. Here is a man, a rare man who came, saw and conquered, especially the infrastructural deficit that characterised the University of Jos (UniJos) before his ascension. 

The former Vice Chancellor (VC) was appointed as the 9th Substantive VC of the university on July 23, 2016. This dynamic Professor of Accounting, soon after his appointment, sung into action and within a span of five years, changed the university's narrative from a relatively mundane institution to a magnificent one.

To Prof. Maimako's credit is the mass movement of faculties and departments of the university from the highly congested Bauchi Road Campus to the Naraguta Permanent Site which is already wearing a new look.

Some of the projects executed under the stewardship of the astute admistrator include but not limited to the construction and equipping of the Faculty of Engineering,  Faculty of Management Sciences, Faculty of Natural Sciences, Faculty of Agriculture, Faculty of Veterinary Medicine, Faculty of Social Sciences with well ventilated and furnished lecture theatres; finishing and furnishing of the entrepreneurial centre to world class standard courtesy the generous support recieved from the Tertiary Education Trust Fund (TETfund). 

Other major physical facilities executed include the transformation of the University Clinic which now has the capacity to receive deliveries and wards to admit in-patients; the completion of the administrative block; Liasing Office in Lagos; the Center for Excellence which near completion as well as the VC's resident at Rayfield. Be at liberty to add to the long list of transformational exploits of workaholic VC.

Under Prof. Sabestine's watch, University of Jos became one of the most subscribed university in  recent Nigeria by prospective students. He superintended over the accreditation and approval of virtually all the courses run by the university with great improvement in the quality of research.

Prof. Maimako, the "Infrastructure and Happiness" VC, a man who has become a reliable index of transformational developer has successfully reorganised the university to carry out its tripartite responsibilities, namely learning, research and community development. 

Fondly called "Mai Taimako", the rear admistrator, image maker of UJ and Plateau State in general is rightly qualified to be honoured as the Father of Modern University of Jos!

Definitely, prof. Sabestine Maimako has written his name in Gold on the solid rocks of transgenerational leadership. The name of the quintessential leader shall be written on wavy table of ocean waters to be read across the blue skies

Prof. has rendered a good account of himself. His good name shall continue to ring bells on high hills and mountains, our beautiful Wase Rock, Shere Hill and even Gochom Promised Hills. The last of this great son of Mother Plateau is yet to be heard. Mount Kilimanjaro is soon to receive a town crier in his honourable honour!

The golden fish is already in places he may never visit in a lifetime: The heart of men. As the great man bow out as the VC of the transformed University this day, June 23, 2021, may he transit into days of bigger opportunities for the service of God and the betterment of humanity.

POLITICS OF ZONING AND GOOD GOVERNANCE IN PLATEAU STATE

One of the greatest cravings of developed and developing countries is to achieve good governance which is a normative and administrative concept. The concept good governance gained prominence in the 90s after the end of the cold war. The World Bank first adopted it as a condition for lending to developing countries like Nigeria. 

There is no universally accepted definition of good governance but several attempts have been made to conceptualise it. Good governance concerned the ability of government to create atmosphere that promotes freedom of citizens to participate in government activities, accountability and transparency in government and its decision making process or processes, the application of rule of law and predictability of government actions (Udo, 2004). This   conceptualisation portray good governance as a multifaceted government process. 

United Nations Development Programme (UNDP)(2011) described good governance as referring to systems which are capable, responsive, inclusive, and transparent. This means good governance is more about institutional efficiency than individual capabilities. African Development Bank( AfDP)(2008) conceptualised good governance as the manner in which power is being exercised in the management of state affairs and relationships with other nations. This implies that good governance is all about good management of state resources and relationships with other states. It is a responsive government that is capable of promoting inclusiveness, transparency and accountability in governance for the purpose of achieving holistic and sustainable development in a nation or state. 

Amongst major triggers of good governance is a leader that will co-ordinate state affairs. There are various means through which leaders could emerge in a societies. This means depend largely on the political culture of the people which the leader pertains. The political culture of homogeneous societies significantly differ from that of heterogeneous (pluralistic) ones. 

The political culture of heterogeneous societies is much complex and unpredictable and could generate conflicts amongst the citizenry if not properly moderated by sound ethical mores and or laws. 

Plateau state is a miniature Nigeria, a pluralistic society. In the perception of Lijphart (2008), ''A 
 pluralistic society is one that is sharply divided along religious, ideological, linguistic, cultural, ethnic or racial lines into virtually separate sub - societies with their own political parties, interest groups and media of 
 communication. He further stated that usually such societies are polarised by ethnic differences and require careful power distribution 
and social engineering to avoid outright failure. 

Some of the carefully crafted political power and resources distribution strategies, aimed at achieving political stability in a pluralistic society like Nigeria are revenue share formula, federal character and zoning system which shall be the focus of this discourse. 

Zoning or zoning system is described in Nic, Eloise Sa'eed (2019), as "A political practice in Nigeria under which political parties agree to split their presidential and vice-presidential candidates between the north and south of the country and also to alternate the home area of the president between the north and south of the country." It is a gentleman power sharing, shifting or rotating agreement between power brokers in Nigeria.

The history of the origin of zoning practice in Nigeria is traceable to the Second Republic in 1979. This followed the return of democracy and the formation of National Party of Nigeria (NPN) which operated on the basis zoning principle which was designed to ensure that no part of country was permanently excluded from power and that political parties were to maintain national outlook at all times (Nic, Eloise, & Sa'eed, 2019). 

In the course of time,  zoning system was replicated at regional (state) levels although the implementation was not uniformly and faithfully followed by the respective states. 

Due to its heterogeneity, Plateau State was one of the states where zoning was embraced is being sustained. There are three zones in the Plateau state namely the northern, Central and Southern zones. In 1999 Plateau Central Zone produced the governor in the person of Chief Joshua Chibi Dariye with a Deputy Micheal Botmang of blessed memory from the northern zone. After eight being in power for eight (8) years, the Northern zone took over in 2007 via Da David Jonah Jang with deputy, Her Excellency (HE), Dame Pauline Tallen from the Southern Zone and later Ignatius Lonjang who eventually became Senator of the Republic but died. The incumbent governor, Rt Hon. Dr Simon Bako Lalong took off from the Southern Zone with a deputy from the Central Zone in person of Prof. Sonny Gwanle Tyoden. This completed the first round with popular understanding that the next governor will come from Plateau Central zone,  thereby marking the beginning of a new round of zoning in the state. 

It's important to note that the Southern Zone had had Chief Solomon Daushep Lar of blessed memory in 1979 and Sir Fidelis Tapgun in the 90s and Late Joseph Dechi Gomwalk from the present Plateau Central under military regime. The JD's regime cannot be factored into the analysis because there was no zoning in his days. More so that his administration was military and unconstitutional. 

The task at hand is to examine the possible implications of zoning system for governance in Plateau State going forward. This is necessary in view of the current media hype on the issue. With the benefit of hindsight, zoning system has not satisfactorily resulted in automatic  good governance or rapid and sustainable development even in the zones the governors hail from.

The main thesis of this discourse is that come 2023, the best chance of Plateau State is not in zoning opportunity but to present our best to contest for the governorship seat of the state. When the state gets it wrong at the leadership recruitment level, every other effort made shall be of no valuable consequence!

At best, zoning could help in stabilising the political space but it might not guarantee the best for leadership responsibilities. Give me just one example of state that got it right in governance purely because of zoning arrangement and not the leadership capabilities of those saddled and I will be convinced!

After election, zoning will not mean any good but the capacity of the man on the saddle to deliver good governance to people of the state and Nigeria. Therefore, the citizens must be objectively thorough in the screening and recruitment of those the want to govern them. 

In screening and recruiting, here are some basic lead questions simulated to guide our choices: 
1. Does he or she has requisite experience to lead and govern under complex chaotic situations?
2. Does he or she has the courage and emotional stability to stay focus to confront our most dare security problems?
3. Does he or she has the strategic plan to change the fortune of the state from civil service to business oriented state?
4. Does he or she has the capability to crack the potentials of the state in the area of tourism and intertainment, mining and agriculture? 
5. Does he or she has the stamina to unite, inspire and propel Plateau citizens to selflessly work for the greatest good of the greatest number? If the feedback you got from all or most of these questions is in the affirmative, then there hope in the capacity of the contestant being examined. 

Given its human and natural resource endowment, Plateau state is calibrated a civil service state that has experienced ethno - religious and political conflict which occurs intermittently and have lasted since the return of democracy in 1999.

When we keep religious sentiments aside, denominational differences aside, tribal sentiments biases aside and class sentiments aside, there is no limit to the greatness we can achieve as a state.

We have the capacity to collectively change the narrative and put the state on the steady path of inclusive growth and sustainable development.

It was Frantz (1963) who wrote, "Each generation must, out of relative obscurity, discover its mission, fulfill it or betray it." As s a people we must consciously discover what we want and settle for it. The task of making Plateau Work well is a collective responsibility that we cannot afford to betray! 

Politics is a decision sensitive endeavour. Using it objectively could be an instrument for holistic liberation. Like cataracts, however, it could also make blind and become leadway to serfdom when played with counterproductive and biased sentiments or considerations. It is in this in light that Harbhajan Turbanator,  a Twitter handler on November 9, 2017 tweeted: 'Cataract is the third biggest cause of blindness after Religion and Politics which remained the first two.' If a state must get it right, citizens must watch the brand of politics they play and the religious sentiments the whip. 

Citizens especially political actors cannot afford to fan flame tribal and/or religious biases for the purpose of achieving political power and influence and, at the same time, serve as rallying point for all. Credible leadership starts and ends with being fair to all before, during and after elections. 

With or without zoning, the greatest chance for Plateau prosperity is imbedded in the extent to which the citizenry is objective in searching and saddling the best possible man whether he or she be from the sun, moon or stars. I don't care if he is from the southern hemisphere, north pole or equator. What matters is achieving good governance and development.

Good politics which could guarantee good governance is the prime focus here. Political stability occasioned by the practice of zoning System is one of the most cherished gains of participatory democracy but certainly not all that there is to gain in Politics. A stable political system which suffocates from bad governance is an accident waiting to happened. God forbid!

PLATEAU CELEBRATES JUSTICE DONGBAN-MENSEM AT NIGHT OF GLAMOUR

 was a night of glamour, entertainment and tributes as the activities marking the Thanksgiving Mass and Grand Reception in honour of the President, Court of Appeal Hon. Justice Monica Dongban-Mensem came to a climax with a dinner at the New Government House, Little Rayfield Jos. 

The grand reception organised by the Plateau State Government was preceded by a Thanksgiving Mass which took place at the St. Monica's Catholic Church in Rantiya, Jos. 

The event attended by the cream of the legal profession from the Bench and the Bar featured the display of the rich cultural heritage of Plateau State with performances of some exotic dances and displays by reknown cultural groups in the State. 

Governor Lalong while speaking at the dinner said the State Government decided to celebrate Justice Dongban-Mensem not only because she is from Plateau State, but simply to demonstrate that charity really begins at home and also buttress that her journey to the top started from the State. 

He said "we also want her to know that we appreciate the enormity of the burden laid upon her shoulders in leading her colleagues at the Court of Appeal in the task of delivering justice and interpreting the laws of the land. Ours is to assure her that we shall continue to stand behind her and pray for her to discharge this duty with excellence and the fear of God". 

Lalong stated that he had no doubt that she will make her family, Plateau State, Nigeria and above all, God Almighty proud as many who have known her over the years attest to her passion for doing the right thing as well as disdain for cutting corners. 

Justice Monica Dongban said she was highly overwhelmed by the solidarity and goodwill shown her by the Government and people of Plateau State, revered members of the bench and bar, her colleagues, schoolmates, and well wishers who have continued to pray for her for wisdom and courage to carry out her duties with the fear of God. 

She promised to do her best and make Nigerians proud as well as usher a new era of service delivery, judicial integrity and transparency. 

Justice Raphael Agbo of the Court of Appeal and Justice C.C. Nweze of the Supreme Court said the entire Judiciary is proud to have Justice Monica in its fold and will continue to benefit from her forthrightness, passion and experience. 

Chief Judge of Plateau State Justice Sati Dakwak said having started from a humble beginnings in the Plateau State Judiciary, Justice Monica Dongban-Mensem is an inspiration for the Judiciary and a source of motivation for the younger generation. 

NBA Chairman Plateau Yakubu Bawa said Justice Dongban represents the finest of the Nigerian bench with a rich background of integrity, incorruptibility, intelligence and hardwork. He assured that the Nigerian bar will work closely with Justice Monica and the Justices of the Court of Appeal to strengthen justice delivery and the rule of law.

KANAM WILL BE FIRST IN ALL I DO.DAYYABU YUSUF GARGA.PART ONE

Front line politician,philanthropist and Kanam Local Government Chairmanship Hopeful,Hon Dayyabu Yusufu Garga says his passion to further touch lives of his people will not change.

He said youth and women empowerment,care for the aged and persons with disabilities,opening the area to the business and technological world are amongst his driving force to lead the LGA.

Garga,while fielding questions from journalists at his residence in Jos as a follow up to his return of forms to contest the Chairmanship of Kanam LGA said the terrain he intends to take is a familiar one as he believes the Local Government system can work efficiently under him.

The Chairmanship hopeful said with the experience he has garnered in Local Government administration,he will effectively bring it to harmonize work between politicians,technocrats and the public for the good of the area.

According to Garga,the youths form the fulcrum of his agenda in the area of education and technological advancement of the area.

He promised to pursue vigorously an educational plan that will support basic and post basic education in the area so as to increase school enrollment within the most rural areas.

Furthermore,he said he will drive infrastructural development to ease the challenges of movement of goods and services in the area through collaboration with reputable organizations that are into such.

Dayyabu Garga said already he has developed a blueprint that his team will follow vigorously and ensure they achieve within the time limit.

"Women empowerment through skills,girl child education,market support,and a scheme to support the elderly are part of my plans to make Kanam an envy of all" said Garga as such our activities will daily reflect the wishes of the people.

Dayyabu Garga,added that he had through partnership with the Dayyabu Garga Foundation sponsored over 53 persons from start to finish of their University Education,provided portable water and instructional materials to schools,treated and operated on over 5,000 persons under the free medical services of the Foundation among so many interventions as such he will expand the friendship at home and abroad to draw the attention of donors to Kanam Local Government Area when he gets into office.

In the aspect of peaceful coexistence,Dayyabu Garga told the Journalists he has plans to continue the peace interventions that has made Kanam one of the most peaceful in the state of recent,applauding the Local Government Chairman,Abbas Adamu Wokdung for doing great in that area.

For portable water and electricity,Garga said these are basic necessities of life as such he will place a lot of emphasis to ensure the perennial water scarcity in the area becomes a thing of the past as there will be collaboration with the state,federal and agencies that will result in having not just water but access to portable water for better living of the people.

He posited that since electricity drives up businesses he is will go after it within the shortest moment after assuming office to see that the relevant agencies responsible for that do the needful.

He assured a favorable environment will be created for investors to come to Kanam and add to its development.

Garga said he will form a close partnership with  the Plateau Peace Building Agency to ensure the desire of Governor Simon Lalong to entrench lasting peace in the state is replicated and sustained in the area.

He said he looks forward to having the support of the people of Kanam Local Government as together they will change the face of the area for good.
