As the World over celebrate Christmas in honor of the birth of Jesus Christ, which
is the hallmark of Christianity and the path to salvation, the Chairman Chief Barrister Robert A. Taple (Wazirin Mupun) on behalf of the Local Government Service Commission, Permanent Secretary and all employees of the Seventeen Council Areas profoundly felicitate with His Excellency Rt. Hon Simon Bako Lalong KSGG, the Government and Good people of Plateau State on the joyous occasion commemorating the Saviour’s birth.

In the euphoria of the yuletide season, the Commission reckons the significant value of the Messiah’s birth being the Prince of Peace and Wonderful, Counsellor upon whose shoulder Governments have been placed as the bedrock and epicenter of the celebration.

Being a revered and acclaimed period, the Commission prays Almighty God to further strengthen citizen’s faith for the promotion of the spirit of peace, unity and above all, love which are yardsticks for growth and development as propagated by Jesus Christ.

The Commission is highly optimistic the Year ahead will come along with it peace needed for the actualization of Government's policies and programmes and wish Nigerians and the good people of Plateau State a very memorable Christmas and prosperous New Year.

PROF. CJ DAKAS VISITS APC STATE SECRETARIAT

 -Extolled the leadership of the party,

-Praised Governor Lalong's Developmental strides,

-Urges Plateau people to preach peace

Professor CJ Dakas on Wednesday, 22 December 2021 in the company of his wife led supporters, friends, and well-wishers to the Plateau State All Progressives Congress Secretariat to congratulate the APC chairman and his EXCO over their victory at the last congresses.

 

 DAKAS said the new leadership is on the threshold of breaking the jinx of returning the APC government to power in 2023.

He said the administration of Governor Simon Bako Lalong is on the verge of making history by producing his successor.


 Dakas charged the new Exco to work assiduously towards the unity of the party, saying the APC Chairman's track record of bridge-building is legendary, therefore; the APC is on the right track of achieving greatness and success in all the elections to come.

 The APC chieftain said it is the duty of all the EXCO and party faithful to support the government of Simon Bako Lalong to succeed.

 The gubernatorial hopeful said ‘"may I seize this opportunity to congratulate His Excellency Rt. Hon. Simon Bako Lalong for the strides he has so far accomplished in the course of his tenure’; he said three things that have just taken place in the last three weeks are heartwarming:-

 First, the Lalong administration has won the opened government partnership awards. This is an international award that celebrates transparency and accountability in governance, and Plateau state came first in Africa. This shows that Plateau state is excelling at an international level.

 Secondly, within the week the Plateau state government signed a memorandum of understanding in collaboration with the Nigerian Shippers council on putting the Jos Inland Port to proper use for the good of the people adding that the Jos Inland Port is the best in the country.

 Thirdly, within the last week, the Hon Commissioner of the Ministry of works announced the government's decision to construct an interchange (Flyover) within the British-America Junction.

 Dakas said another exciting event that occurred within the last one week was the announcement that in 2022 Shoprite is coming to open a franchise in Jos describing it as very cheering news.

 He noted, all these indicate that Governor Simon Lalong is creating a conducive environment for foreign investments to thrive and urged the party leadership to work towards having the right choices of flag bearers that are competent, have integrity, God-fearing, just, peace-loving, and team players. They must work towards getting a flag bearer that holds demonstrable records of managing our diversity, he added.

 Dakas said "Plateau state is a miniature Nigeria; a rainbow state and we have a responsibility to make sure that we manage our diversity in a manner that is constructive and engenders peace on the Plateau and to do so we have to make sure that the person who aspires to govern our state is not an ethnic chauvinist and a religious bigot.

 He said any person who wants to govern Plateau State must demonstrate that at the heart of his desire is the Plateau Agenda not religious or ethnic agenda.

 Dakas stressed that he was not in the party secretariat to declare his intention to contest for an office, but the day is coming that he will come and make a formal declaration and the unveiling of manifesto for the race of the governorship of Plateau State. On that day he said Plateau state will shake for the good.

 He said he has had the privilege of serving the APC in different capacities not just at the local level, but up to the national level and he is a member of the APC constitutional review committee.

 Prof Dakas made a donation of One million Naira to the party as he assured the chairman of his continued service to the party faithfully and with a passion.

 Wife of the Governorship hopeful, Beatrice Dakas who accompanied her husband greeted the Party EXCO as she expressed her delight with the role of the women leaders in the party and prayed that God will help them to succeed.

 Responding, Chairman of the APC in Plateau State, Hon Rufus Bature extolled the virtues of CJ Daka, saying he is endowed with all the attributes of a good leader.

 Bature appreciated him for identifying with the leadership of the party, saying they came in as leaders of APC not because they wanted to be elected, but they want to serve the Plateau people and assured the party faithful’s that his EXCO will not only be fair but will be just to everybody.

He said they will create a level playing ground for every member of the party who is aspiring; noting that they will make sure whoever emerges as a candidate is the choice of the people and urged followers to support their candidates faithfully and committedly.

He added that Plateau state is bigger than one person as such all must do away with religious and ethnic politicking’, noting that one of the banes of Plateau state is lack of continuity in governance and concluded that with the support of the party faithful’s that jinx will be broken.

Throughout history, human beings have always enjoy the nurturing and motivating effect of believe systems as a driving force. Believe systems are systems of thoughts, philosophies or ideologies that propel and guide people on what to do and how to do it or what not to do, at all, in any institution or system, be it economic, social or political system. It is the invisible and single most important factor that drives human civilisation and progress.

Any phrase or word (s) used to smartly capture or describe one's stand point or believe in an enterprise or expedition is called mantra or slogan. For instance, the mantra describing the believe system of great Social crusader and political economists like Karl Marx is identified as Marxism. Those who stood for the economic principles and postulations of giant economists like John Maynard Keynes are labelled Keynesians. In economics, still, we have mantras, also known as school of thoughts, like the classicals, physiocrats, the monetarists, etc. In the natural sciences, Darwinism, Newtonian laws, Pythagoreans, etc are very good examples of mantras. Therefore, a mantra could be seen as a brief title of a law or believe system which have followers or seeks to convass sympathy and support from people, especially, in politics.

A mantra to a political party or politician, one who play the game of politics, is a strong weapon for political mobilisation. It can cause political victory or defeat to a political party depending on the prevailing dynamics, political mood and perception of the most influential players during elections. In other words, a political mantra that appeals to the dreams and aspirations of the greatest number, who are highly influential, is sure to guarantee electoral victory in a democracy which is surposedly a game of numbers. That is the magic behind populism as a political phenomenon.

Populism is a loose concept which relates to wide range of meanings and it originated from 19 century United States of America (Rodrick, 2018). It can be described here as a united action against corruption and anti - people policies. It is the mentality or belief system that appeals to the very essence of the people and could easily win their support. Therefore, a populist crusader or agent is a surposedly charismatic person who believe in the liberation of people from the cleavages of elites or establishments. The electoral victory of former President Donald J Trump of America, President Buhari of Nigeria, President Macron of France, for instance, were dictated by populist motivation represented by catchy campaign slogans.

A political slogan or mantra is so important in the game of politics such that political parties or political actors often contract marketing experts who have expertise in reading and understanding subsisting political mood of people and brainstorm to come up with suitable and timely mantras for them. The expectation is to have one that appeals to the very fibre or essence of the electorates, that is, quality life without offending the powers that be. That is the reason why political slogans developed for or by aspirants or candidates of a ruling party are always slidely different from those of their contenders in opposition parties. 

Aspirants from a ruling platform who are enjoying the sympathy of the powers that be will always strived to strike a balance between trying to please the masses and those weilding substantial political powers. On the other hand, opposition aspirants are often critical or even satirical about the ruling platform. That is, using their mantra to paint a picture of better hope as against perceived failures of those in power. The only except to this posture is when an opposition aspirant is enjoying secret alliance with the powers that be (the ruling party) due to abnormal or unusual circumstances which, sometimes, play out in the game of politics. Here lies the possibility or case of betrayal or anti-party activities which are common occurrences in most political jurisprudence. Some aspirants might choose to be objective or neutral with their mantras and even this approach is a political strategy!

Politics, they say, is a game of interest. There are, however, three types of political interest in the game. These include personal interest, party interest and the people's interest. These categorisations correspond with the Greek hypothesis that there are three types of people in the society: The idiots, the tribalists and the citizens which are self-centred, sectional group centred and people's centred respectively.

Individual interest is an interest that is self - centred, self serving and bias in all intents and purposes. It is individual interest or the culture of individualism that breeds tendencies like the 'winner takes all', corruption, do-or-die politics, 'stomach infrastructure' politics. Party interest is an interest that is bias in favour of a particular political party and its sentiments. It is a sectional or group interest that has no regard for others outside that fold or enclave. This reflects the tribalists mentality. People's interest is the type of political interests that favours the common good. It is one that seeks to promote the welfare and security of the total population. This suits 'the citizen' description or Jeremy Bentham's utilitarian principle of "the greatest good for the greatest number" which is the greatest yearning of every society.

The three categories of interests sometimes interwoven. It is difficult to draw a clear cut distinction between and amongst who is carrying which type of political interests or the others. What is certain, however, is that each type of political interest has a way of influencing the political behaviour or actions of politicians. In other words, it is the type of political interest which an individual or the people or a party carries or projects which largely dictates the general behavioural pattern of people in the political system.

It follows, therefore, that the ability to properly situate the personal political interest of political actors could help in deciphering the general behavioural pattern of people in a polity. It is important to note also that for the purpose of political correctness, no rational politician will like himself to be associated with personal interest or self centredness but in practice most politicians, especially, in developing countries like ours are, and are often carefree about the common good of the citizenry.

The use of mantra to market the political interest of people has been an age long and universal practice, especially, during electioneering campaigns. For example, in the year 2008 when former American President (the then presidential candidate), Barack Obama and his Democratic party wanted to stop President George Bush Jr. from extending the Republican rule after his that was considered unfavourable to the American people, they came up with the mantra, "Change We Need" and they won, an indication that Americans were tired of the Republican approach to leadership at the time. 

In 2017, dissatisfied with the Eight (8) years regime of Obama and his Democratic Party, the Republican party and their presidential candidate, Donald Trump floated the "America First" slogan and won the poll too. The mood of the American people at the time indicated that Obama's regime was not really taking care of the demostic contradictions in the country, a situation which led to job losses, especially, among American whites. In other words, Americans were tired of the 'father Christmas' or 'Big Brother' role America was playing through it foreign policy which was felt, was at the expense of its domestic economy.

A similar scenerio played out in Nigeria in 2015 when "The Breath of Fresh air" and "The Transformation Agenda" of former President Goodluck Ebele Jonathan and his People's Democratic Party (PDP) were sent packing through the 2015 "Change" mantra of President Muhammadu Buhari who was the candidate of All Progressives Congress(APC) and thereafter reelected under the "Next Level" slogan in 2019. 

For the first time in Nigeria's history, an incumbent president was unseated in a democratic contest. The Change mantra was populist in content and really attracted sympathy from the Nigerian people who were, that time, at the verge of giving up on the country's journey to nationhood due, primarily, to escalating trend of insecurity which was occasioned by the activities of Boko Haram (BH) insurgents who were everywhere, attacking and bombing of places including the Eagle Square and the United Nations' office in Abuja. The promise to change the narrative at the time sounds promising; although, the people are currently agitating and chanting what has come to be known as "Change the Change" mantra.

Over the years, Nigeria has witnessed the emergence of political slogans like "One Nation One Destiny" of former President Shehu Shagari and NPN, his party which preached unity in diversity; "Hope'' by late  MKO Abiola during the 1993 presidential poll. The Hope slogan served as a new vista of life from military dictatorship. We also had more recent ones like "The Atiku Plan" of 2019 and even the popular "Oto gee"(Enough is Enough) movement in Kwara State which unsettled the enduring Saraki political dynasty.

In Plateau State, from the Second Republic which took of in 1979, campaign slogans like "The Emancipator" of Chief Solomon Daushep Lar of blessed memory of 1979; the "Re-ingineering" mantra of Chief Joshua Chibi Dariye in 1999; the unsuccessful "Change" agenda of former governor Jonah David Jang in 2003 and his subsequent "Redemption" philosophy of 2007 and then the current "Rescue Mission" of Governor Lalong which began in 2015 were featured amongst others. However, the issue of whether the State has been emancipated, re-ingineered, changed or redeemed or even rescued from her problems shall be a discussion for another day. What is important in today's discourse is to analyse the political motivation for using those slogans and their respective implications.

The emancipation philosophy of Late Chief Lar was not unconnected to the Middle Belt struggle which the Elder Statesman and Second Republic Governor was a strong ambassador. Because of the importance and popularity of the liberation struggle, at the time, he won 1979 governorship in Plateau state which more reless the capital of Middle Belt under an opposition party, the Nigerian People's Party (NPP). The Governor defeated the candidate of National Party of Nigeria (NPN) which formed government at the centre and was particularly dominant in northern Nigeria.

Following the returned to democratic dispensation (Fourth Republic) in Nigeria in1999, the "Re-ingineering" mantra of Chief Dariye of Plateau state was, basically, targeted at rejigging the governance process in the state. The motivation in the wisdom of the Re-ingineering Apostle himself was to transform and leave the state better than he made it. However, in 2003, that is four years after the commencement of the Re-ingineering administration, former governor David Jang and the then All People's Party (APP) which was later renamed All Nigerian People's Party (ANPP) emerged with what was called "Change" mantra. The insinuation was that the Re-ingineering agenda was not working and so there was the urgent need to change it completely but the attempt to do so did not materialise because the incumbent governor was voted into power with the Vote Dariye Again (VODA) slogan.

In 2007, the Change Agenda metamorphosed into "Redemption" Agenda. This time, the slogan was marketed under the platform of the People's Democratic Party (PDP) and eventually had its way. This implies that political mantra alone does not guarantee electoral victory but party's influence too. It is also important to note that other complex political contradictions which led to the illegal impeachment of governor JC Dariye brightened the chance of the Redemption Captain. 

After Eight years of the administration, the Redemption Captain ran into succession miscalculations elicited sharp and unsettling reactions from Plateau people. The then governor took zoning arrangements for granted and imposed Late GNS Pwajok whose slogan was "Greater Together" as PDP candidate as against the need to have one from the Southern Zone of the state. This action was viewed as enimical to the overall interest of the state and so the "Rescue Mission" of the then APC candidate, Rt. Hon. Barr. Lalong was adopted as a "Plateau Project" aimed at demystifying the hegemonic power of Baba Jang. The rest, they say, is history. The current Rescue regime of Rt. Hon. Barr. Simon Bako Lalong (KSM) which kick -started in 2015 materialised!

In the State today, as the tenure of the current regime nears expiration, street corners, billboards and the Social Media are saturated with campaign posters of aspirants with different incriptions or slogans like "Restoration", "Project Rescue Plateau", "Consolidation for Greater Plateau", "Hope Alive" "Generation Next", "Rebuilding Plateau", "Better Together" and "DVD Movement". Others are "Together we resolve, Restore for results", Herald of a new Plateau", "The Face of Hope for the Plateau of Our Dream", etc. A brief political analysis of some of these slogans will be attempted here.

Let's start with the Restoration Movement. To restore means gaining back something that has been lost or damaged. On its face value and in view of the current realities, "Restoration" as a slogan is catchy but must be politically unsettling to the APC government because the Captain of the Restoration Movement, at the time of adopting it, was a member of the ruling platform. Politically, the Restoration slogan ought to have come from an opposition aspirant because it looks like an indictment on the ruling party and incumbent governor. There is no doubt the incumbent is battling unfinished or many contradictions in the governance process but seeing that the Restoration Team was a family member and partner in progress, the incumbent must be expecting their prompt assistance and support to solve outstanding problems. Why waiting until when elected?  Ain't the team step forward to assist the regime with better solution (s) if any? 

It was not politically correct delaying or withholding solutions to nagging issues of the state especially as critical stakeholder who has the wherewithal to do so.Therefore, the Prime Mover of the Restoration movement and his handlers could be said to have committed technical political error in the choice of their campaign slogan slogan. Or could it be that the incumbent regime has so failed the state and become so unpopular that demeaning it will not make any difference? Whatever the consideration, it is no news that Plateau had had repeated history of producing governors with opposition credentials - The first, under NPP 1979 and then the second under APC in 2015. Now that the aspirant has promptly shifted base to Young Progessives Party (YPP), an opposition platform, the Restoration slogan will make better political sense. 

It is also considered that, coming from the opposition aspirants of PDP extraction, campaign slogans like "Project Rescue Plateau", Rebuilding Plateau and "Together We Restore, Resolve for Result" are perceived as not politically out of place.  It takes opposition aspirants or parties which can convincingly prove that something is wrong or missing in the subsisting regime to have people vote in favour them. Anything short of that is technically promoting the ruling political party and its candidates. The idea is that opposition party and candidates must always learn to proof that a ruling party has substantially failed even if through convincing propaganda to be given a chance. That is politics for you. It promises to be interesting how another Project Rescue Plateau will rescue the State from the grip of the current Rescue missionaries led by Governor Lalong!

Another slogan to be considered is the Consolidation. Consolidation simply means adding to what is available or what has been done. It is about value addition or improvement, therefore, the slogan "Consolidation for Greater Plateau" is viewed as politically correct because it is neither offensive to past regimes nor unsettling to the present one. The danger, however, is that if the past and present regimes have performed poorly in the estimation of the electorates, then, it could be misconstrued to mean, rightly or wrongly, consolidating on the failures of the past. With such notion, your guess will be as good as mine. Anyway, politics is all about risk taking!

Slogans like "Hope alive", "Herald of a New Plateau", "Better Together", "DVD Movement", "Generation Next", "The Face of Hope for The Plateau of Our Dream",  etc., whether owned by ruling or opposition aspirants could be considered relatively neutral but the word neutrality does not exist in the game of politics. Although, when political situations gets very unpredictable, political neutrality becomes politically necessary. However, being politically correct is not necessarily the same thing as being objective. One can be politically correct but objectively wrong in the game of politics. It is, therefore, imperative to marry these hypothetical political correctness expressed through campaign slogans with practical objectivity. The is to fulfill all campaign promises made to people when elected.

It is important to reiterate the point that slogans and symbols are considered effective ways for attracting and retaining the attention of an audience (Mwantok, 2019; Magnus). In politics, the targets of slogans/symbols, as campaign instruments, are the electorates and power brokers. A politician who is seeking election, therefore, has to strike a balance between pleasing the voters and the power brokers who are capable of influencing the votes. Generally speaking, it is abnormal for registered party faithfuls or aspirants to demarket their respective political platforms either in action, speech or campaign slogan!

As far as Nigeria's subsisting electoral laws are concerned, an aspirant who has not crossed over the most critical party huddle laid down by electoral laws and processes, that is, party primaries will not be allowed to give a shot at any elective seat no matter how credible. This explains how powerful party platforms are in a party democracy. Hence, the need for registered party members, especially, those having ambition to contest any election to show conscious diplomacy when dealing with the party they belong.

Campaign slogans and symbols are not mere expressions but loaded carriers of deep meanings which should be properly digested by aspirants and voters alike. Do not take them at face value but interrogate to know what they really entail. When next you see a campaign poster, check the slogan it carries and ask critical question (s). Also, politicians who are contesting elections are advised, in their own best interest, to be thorough with their campaign slogans or symbols because they could make or mare their chances. 

With prejudice towards none and love towards all, this essay is concluded with a caveat: There is nothing absolute about the submissions made in this piece but candid diagnosis of the issues involved in the politics of campaign slogans. Let's make plateau the best. Best wishes to all the contestants, best wishes to the state and its people!

PLATEAU AT CROSSROAD: WHICH WAY TO GO IN 2023?

Electioneering periods are often dicey moments in a democracy. One of the reasons is that such moments are moments of decision making which have future implications. The circumstances surrounding such decision points are mostly featured with so much uncertainties too. The options are not often absolutely defined as those seeking elective or appointive positions are human with tendencies to be unpredictable, especially, with power. 

It is possible for the direction of change of a person who has acquired political power to go towards the wrong side of history. As "power", Shakespearean Macbeth said, "tends to corrupt and absolute power corrupts absolutely." Even with the best of intentions, power could corrupt an ultruistic patriot. There are very few exceptions especially in developing countries like Nigeria. That is a lesson of history that cannot be wished away or taken for granted.

As 2023 General Election approaches, Nigeria and Plateau State in particular is at a crossroad and the citizens have the civic responsibility to determine the direction the state should go by critically choosing from the many aspirants/candidates who have presented themselves for election. In doing this, the parties, the issues and the candidates are the three fundamental considerations which will shape the choice of the electorates with the most important being the profile or track records of the candidates. 

A party is an established political platform which is recognised by law to screen, select and present candidates for elective and/or appointive positions. The issues are the manifesto of the parties and/or those of the candidates and any other dynamic consideration within the political space or polity. The candidates are individuals who presented themselves for election into an existing political office created by extant laws of the state or country. In other words, a candidate is an aspirant who successfully emerged through a party primary election. Having won the primary election, such a candidate is qualified to contest with candidates of other competing political parties in a secondary election to be organised by a surposed impartial electoral unpire, the Independent National Electoral Commission (INEC).

The credibility of each candidate contesting an election is indeed a very important factor must be carefully considered by electorates since it is the candidate who after being elected has the mandate to galvanise and operationalise the manifesto or mission statement which himself and the party presented to various publics during campaigns. That is why citizens are encouraged to participate actively in party politics. That is, register as members with parties of their choice to play active role towards determining who becomes candidate at the party level. This is because once they emerged at that level, even if such candidates are not good enough, cannot be changed until May be defeated at the secondary poll or disqualified by a court of competent jurisdiction.

The people will be left with nothing but Hobson's choice when all the candidates presented by political party are seen as not good enough. Hobson's choice is one that either way you go is a disadvantage. God forbid because the attendant consequences of such situation can be frustrating, to say the least. 

The most important gain of democracy which is reputed as 'government of the people, by the people and for the people' wholly lies in the capacity of the citizenry to jointly demonstrate superior wisdom and courage by producing the best of elected representatives through popular votes. If any constitutional democracy does not guarantee this needful benefit, through the instrumentality of election processes which produce the best of us to govern us, then, the system becomes yet another political liability - uncivil, unpopular and draconian systems such as facism and totalitarianism, etc. Who can afford this systematic mistake? Not you, not me, even fanthom dreamers cannot contemplate such at all!

No matter how rich or excellent a party's/candidate's manifesto looks like, if the best candidate is  not identified and selected, nothing good ever work for the system or polity. A manifesto can be stealthily misleading because its development can be outsourced or contracted out to experts but the responsibility of delivering quality leadership cannot be delegated. Therefore, it takes a tested and practically reliable candidate who won the election to deliver qualitative leadership. 

With quality leadership, even a bad manifesto can be corrected but with bad leaders, the best manifesto could be jettisoned or made nonsense of at any time. That is also the lesson of history as Nigerians have great reputation for developing sound policy (manifesto) rhetorics but grossly deficient in political will to implement such to the latter. That is the bane of development in the country and Plateau State in particular.

So far so good, not fewer than thirty aspirants have indicated interest to contest for governorship during the next general election in Plateau State. Each of these aspirants have demonstrated their respective intentions by printing and pasting campaign posters with captivating captions or mantras. They are equally intensifying covert and overt consultations; dishing out part of their respective manifesto at any slightest opportunity. The political actors are also busy assembling their 'foot soldiers' who sells their individual ambitions on both print and electronic media with the overall objective of winning popular sympathy from the public and their respective party platforms. 

The game of politics, however, is a dynamic one. Even though the primary goal is to win political power; the process of securing such mandate is fluid and not straight-jacketed. There are several sympathy or votes mobilisation platforms which can be explored by political actors. While some contestants rely on tribal affiliations, others explore religious sentiment (intra or inter-religious considerations). Some found school 'old boys' and 'old girls' associations or professional and vocational associations amongst several others promising. There is no extend that political parties and politicians cannot go in a bit to outsmart each other but that is the nature of the game, really.

It is important to note, however, that no single sympathy or vote mobilisation platform is good enough to guarantee success for any political party or candidate in an election. It takes the combination of several other intervening factors or considerations to determine the fate of each contestant. These factors could be confusing not only to the contestants but to the electorates also. Here in lies the motivation for this essay.

The main argument of this exposition is that even though the process of selecting leaders are complex, the fundamental issues that deserve attention are not hiddened and should not be compromised for any reason or reasons. Remember, the main essence or use of power is to ensure efficient and effective delivery of service to people. Any use of power that does not guarantee the welfare and security of the citizenry which are the primary responsibilities of government is an exercise in breach of public trust. Therefore, the capacity of a candidate or contestant to deliver on this sacred trust should be the most important consideration when selecting or electing leaders (a governor in this case). Mundane or arbitrary considerations cannot translate into good governance in the polity.

Plateau State got great potentials in tourism, agriculture, commerce and manpower development but these potentials do not automatically translate into holistic and rapid development until credible human effort is applied to coodinate, especially, at leadership levels. In fact, human tendencies have tended to make rubbish the greatest potentials states or nations got. These tendencies have often manifested themselves in the form of ethno-religious conflict, leadership deficit and followership laxity. Rather than marshaling its 'can do spirit' to transform the fortune of the state, the citizenry have always cheaply succumbed to mundane or artificial fault lines that have tended to destroy the collective heritage. The situation becomes more catastrophic when traced to failure of leadership.

The problem with politics in developing nations, especially, Nigeria and Plateau State is situated is that everybody wants the best for himself but only a few are sacrificing for the common good of all. Overwhelmed by greed and corruption, people hardly show objectivity but subjectivity even in the choice of leaders whose actions or inactions could jeopardise the welfare and security of the total population. This is done forgetting that subjective actions or inactions hardly translate into objective outcomes except by accident or mere chance.

Tribal sentiments cannot guarantee the emergence of a credible leader at any level. Religious bias or prejudices will not either. A governor produced on the basis of religious bigotry or ethnocentric considerations cannot deliver good governance within the context of 21st century realities of globalisation and innovation. This argument is based on the time tested reality that a man reaps what he sows. Selfish and bias considerations in leadership Recruitment can only give rise to selfish and bias leaders. To get an exception to this reality is a rare exception itself!

The task of producing credible leaders is one that cannot be taken casually because leaders shape and reshape the conditions and direction of things in the society or societies. This implies that once a society missed out or misfire in its leadership recruitment obligations, there is bound to be expensive consequences which could be recurrent. Accidental political leaders will emerge. The situation could be likened to that of a man who handed over the key of his car, full of passengers, to a quack driver who knows virtually nothing about driving to drive them on a high way to a destination. The possible danger associated with this costly action can only be imagined! 

Poverty, unemployment, violent conflicts, kidnappings, banditry, terrorism, poor infrastructure, corruption, etc. do not know political party, ethnic nationalities, tribes or religions; they do not also know family ties or denominations; not even sectional and old boys association but the will to demean humans and make them objects of ridicule. These monsters can only steal, kill and destroy but good leadership produced through objective consideration could minimise or stem some of the greatest threats to life outlined above.

In every tribe and religion, local government, zones or state, there are good and bad people. When all citizens objectively exercise their agency to choose, without bias or sentiment, credible leaders will emerge. Plateau State deserves a political leader who possesses the requisite capabilities to galvanise the unique God-given potentials of it people and use same as bargaining power to achieve holistic prosperity for all.

As we make the decisions at the crossroad of general elections in Nigeria and Plateau State in particular, objectivity should be made our guiding angel. If we default in this regards, then we should not complaint ending in serfdom or armaggedon. God forbid bad thing. When a people think clearly, they shall see clearly. Be rationalise, realistic and resolute in pursuing virtues even in our electoral choices!

RESETTING THE PLATEAU BUTTON: A DISCOURSE

 Plateau State is miniature Nigeria. It is a centre of attraction where virtually all ethnic nationalities and religious groups are fairly represented including foreign nationals. This unique mix or configuration ought to be a great source of strength, innovation and holistic development but, unfortunately, that is not the case.

Despite all the advantages arising from demographic, geographical and geological make up of Plateau State, it has continued to lag behind due to intermittent ethno-religious and political conflicts. Since 2001, two years after the return to democratic rule (Fourth Republic), Plateau State went through series of violent conflicts especially in the Northern and Southern parts of state which has claimed countless lives with properties worth trillions destroyed.

Basically, Plateau State is regarded as civil service state. Therefore, a hand full of Plateau indigenes who are doing relatively well in terms of economic power are mostly serving or retired public servants and, in addition,  political office holders who often returned to the former status - poverty after serving their constitutional tenure of office. Hardly can one find a Plateau indigene who made great economic fortune through business ventures.

The dogmatic civil service orientation the state is known for has not help matters because most of the state's indigenous youth often depend on government to secure jobs in already saturated labour markets. Until recently, only a few indigenes of the state have passion for business and entrepreneurship as a means of livelihood.

Whether for economic or political expedition, it seems unfashionable for most Plateau indigenes to step out of the state frontiers to hussle for sustainable means of survival. After school, the youth would rather prefer to keep safe under their relatives' or parents' roofs, hoping to be fixed in white collar jobs that are not readily available. Most of us have been victims of this dosile disposition which has caused so much time and opportunity wastage. Also, the political space in the state have been saturated by older political actors who hardly venture into national politics thereby creating a vacuum. For instance, since the demise of Late Chief Solomon Daushep Lar of blessed memory, the state has lost its pride in national politics. Our own respected elder statesman, former Nigerian Head of State and founder, Nigeria Prays,  Gen. Yakubu Gowon, is there but practically apolitical.  

Aside being a civil service state, it is important to note that Plateau has gained the reputation of a unique citadel for incubation and breeding of professional artisans, mechanics, educationists and intertainers, etc. which perhaps is made possible due to its hospitality, cultural diversity and the exchange of ideas/ experiences which have resulted in cheering advantage for the state and ought be sustained. The indigenous people of Plateau state have been found industrious when engaged in any work schedule but substantially lacking in frugality, the critical culture of saving and investing. The drive for pleasure and intertainment is responsible for this cultural weakness.

Even with the fragile security situation in the State, the drive for pleasure has continued to sustain clubbing activities, beer parlours, viewing and gambling centres, etc. These social centres bubble even during work hours. This development is not good in terms of productivity and security considerations. For effective and efficient productivity and security, good time management, mental alertness and social restraint are key. These could not be guaranteed at social centres where people indulge in orgies and pleasure.

Pleasure has to do with emotional sense of satisfaction in one's life. it can be seen as a utopian or deluded sense of relaxation from the cares and worries of life. Pleasure can also be described as a mental sense of fulfillment backed by celebration which could graduate into orgies and the culture of waste. That is why it is not out of place to concieve the drive for pleasure as a wild goose chase for untamed enjoyment!

It is important to note that leisure which has to do with activities done during rest hours is an important part of the rhythm of life but the pursuit of pleasure is not. Leisure is a strategic period for refreshment and renewing of strength for future work but the pursuit of pleasure is a distraction.The idea that pleasure is distraction is contained in view held by Viktor (1992) that "when a person can't find a deep sense of meaning, they distract themselves with pleasure." Plateau sons and daughters, though morally cultured, love the easy life which has become one of their greatest sources of distraction.

Hardwork and frugality pays but the pursuit of pleasure/orgies have brought down great nations on their knees. For example, Great Britain lost her hegemonic power to one of its former colonies, the United States of America (USA), due to the pursuit of pleasure. History has it that during the industrial revolution in western Europe, industry workers who started earning fat salaries began to crave for time to enjoy the fruit of their labour. This eventually began to affect industrial production in the continent even as America paid greater attention to hard work, thereby, fortifying it  economic base which, amongst other factors, enabled her to clinch hegemonic power from Britain. 

At present, Britain is so humaliated in world economy that it cannot measure up even in European Union (EU) which it took part in establishing as the country continues to lag behind Germany and France in terms of economic performance.  Out of deep frustration, Britain has opted to exit from the union (Brexit). Also, the country has since become 'America's puppet', a humiliating status considering that America was once it''s colony!

It is equally curious to note that America is at the verge of losing its hegemonic power to China due to the latter's hard work and frugality. America seems to be deviating from the magic wand that gave her the leverage to displace Britain as the world power in the past. The economy of the country is dwindling due to the pursuit of maximum freedom and pleasure even as China is strategically and purposefully dabbling into the murky waters of wealth creation and is spreading it tentacles everywhere including Africa and Nigeria in particular.

The main theses of the expository essay are four fold. First is that, to be successful in life one has to keep the life that he must live and not one that he cannot sustain. The second being that there is still much that can be made out of Plateau potentials in tourism, agriculture, commerce, solid minerals, agriculture and, above all, human resource endowment but this cannot be realised without cognitive knowledge and strategic planning. Thirdly, hardwork and frugality are a compulsory mix required to put an individual or nation on the path of economic breakthrough. Finally, the pursuit of pleasure caused many nations to nose - dive and individuals to Kiss the earth or become social liabilities (living in abject poverty and sometimes mental derailment).

In Plateau State, the youth have been overtaken by the drive for pleasure and fashion. Most of the youth in the state love being trendy and tried to shy away from any job opportunity or schedule that is not office based. The youth are either ignorant or forgot the fact that there is no easier way to be overwhelmed by the burden of abject poverty than to be selective about jobs, in difficult times, where survival is at stake.

A wheel barrow pusher, sugar cane seller, corn roaster, cola nut trader, food or 'suya' vendor, shoemaker, waste collector ('Yan bola'), tricyclist, taxi driver, fairly used or second hand goods seller, in short, menial jobber who goes out there tracking chicken change (N10, N50, N100) which drops from the wallets of directors, permanent secretaries, etc could end up becoming wealthy as the buyers who invest in nothing but depend solely on monthly salaries stagnant or get poor, especially, after retirement when such earning ceases to flow. No economy, even in ancient times, can be created and sustained by buying and 'conspicuous consumption' alone. Even in 'Banana Republics', some value has to be created before it is carted away by intruders and free riders!

In the 21st century too, no vibrant economy could be built and sustained on the basis of monthly salaries. A situation where Banks/ATMs queues become 'ghost towns' until salaries of civil and public servants are paid is a classical sign of an ailing economy. Salaries are not sustainable lubricants for economic prosperity; only investment and production of goods and services sustained by effective and efficient application of labour hours and, technical know-how could last in any given circumstances. In other words, wealth built on the basis of productivity, competitiveness and innovativeness are critical in the post - modern world.

Unfortunately, low level of productivity and competitiveness; poor saving and investment culture are some of the greatest undoings of most Plateau indigenes. Plateau people hardly saves and even the few that managed to do so hardly take any entrepreneurial initiative and risk to promptly invest their savings towards higher productivity. Those who care to invest, at all, want quick returns, a situation that has made many vulnerable to swindlers. We are living witnesses to the sad experiences of many Plateau sons and daughters who fell victims to 'ponzhi' schemers who came under catchy but fraudulent names such as 'Mywise', 'Blue Goal', Fadama, etc.

The combined effect of this narrative is that Plateau State is under utilising it Production Possibility Curve (PPC) and has continued to witness the escalation of dynasty of poverty. With an estimated 55.1% living in abject poverty, the state is ranked 15th poorest in Nigeria (Statista, 2019). The poverty situation must have been worsen given the current Covid-19 lock down and the attendant job losses that follow across the globe. Other economic indicators have not shown promising outcomes too, despite efforts made by successive admistrations. This has to be stemmed to set the state on the path of inclusive growth and sustainable development.

The Plateau socio - economic, political and cultural buttons have to be resetted. By 'button', this discourse means direction or proccess of doing things. In an attempt to holistically change the way of doing things, a caveat has to be introduced: No blame game but the will to be objective and delibrate in words and actions is necessary. That is the way to go about it because the attention and urgency the issues at stake demand will not allow room for such mundane distraction.

As part of the process of revamping the state's economy, the civil service orientation has to be changed. This is achievable through entrepreneurship campaigns and massive investment in infrastructure to be championed by government. An expansion in the state's infrastructure will open up the economic space to accommodate more economic agents such as individual producers, firms and industries than politically sourced job opportunities which are not based on practical economic principles but political expediency.

The citizens, especially, the indigenous people who are grossly lagging behind are encouraged to back their hardworking disposition with frugality. This could be attained through simple tithing principle (saving and investing one-tenth of all earnings) or by way of eliminating or cutting down expenditure on the pursuit of pleasure and investing same on profit yielding ventures. It is not easy but when attempts are made and the ventures start yielding results, the attempted investor(s) will be motivated to do more and, gradually, the drive for vain pleasure will be curtailed, thereby, giving room for more investments.

The Indigenous people of Plateau are encouraged to cultivate the culture of stepping out from their comfort zones, especially, their home state to experience the 'warm from other suns' when the need arises. Or better still, those who insist staying home are to learn the art of doing business, at least, mennial one where cash constantly trickles into their purse. 

More matured and experienced members of the political class from the state needs to be more engaging in national politics to free up the local political space and allow emerging political actors opportunity to explore and grow with due respect to the older ones. Plateau urgently needs a pragmatic and influential political father figure to fill the political vacuum left by our departed heroes. A handful of the citizenry have shown great potentials but who the cap fits to be the anticipated national political leader from the state is a matter of conjecture!

The need to intensify dialogue and peace advocacy as a means to prevent or mitigate the reoccurrence of violent conflict (s) in the state is another way forward. In the foreseeable future, the need to reorganise and resettle residents to make, at least, Jos matropolis to be more integrated as against its presently polarised places of residence between Christians and Muslims. This policy proposal might be very difficult but not impossible though. With greater pragmatism and commitment, the artificial fault lines that that have been created Plateau state could be deconstructed, first, from the mind of all residents to allow for the full and unhindered expression of our common brotherhood. 

Let me conclude this expository - cum - rationalists discourse with the following excerpt from Clason's (1955) classic, "The Richest Man in Babylon". It reads: "The riches of the Babylon were the result of the wisdom of its people. They first had to learn how to become wealthy." This means that to build a functional economy, the economics and politics of wealth creation have to be diligently learnt and mastered by all well meaning citizens who are passionate about adding value to the system. The idea is to increase the number of active contributors and reduce the number of free riders in the economy of the state.

AVM NAPOLEON BINKAP BALI (RTD) GIVES A RECIPE FOR 2023

He said to address security and economic challenges, competency should be the watchword


 Air Vice-Marshal (AVM) Napoleon Binkap Bali (Rtd) is an astute retired military general who has attained prominence through absolute hard work, resilience, and forthrightness.

He is a gentleman of inestimable ingenuousness as he blends with both the prominent and low in the society without discrimination. It is this his unchanged capable spirit that steered him to continue seeking ways of serving humanity wherever he found himself

Napoleon Binkap Bali has in his military career traversed in life and has left an indelible mark in the sand of time. He has held various appointments in his career in the Nigeria Air Force, NAF. Some of these appointments include; Emergency Procedure Officer and Commanding Officer of Ground Academics Wing in 303 FTS, Kano between 2000 and 2003. He was Staff Officer 1 Operations and Coordination in the Directorate of Operations, HQ NAF from 2003 to 2005. Similarly, he was Planning Officer Air Operations Cell, United Nations Mission in DR Congo (MOUNC) from 2005 to 2006. Napoleon was also Wing Chief Operations and Fleet Operations Officer 011 PAF from February 2013 to May 2015. During this period, his tireless contributions to the Fleet earned him the Air Officer of the Year Award in the Year 2013. AVM Bali was appointed Commander 011PAF from May to August 2015. Thereafter, he served as the Command Operations Officer (COO) Headquarters Tactical Air Command (HQ TAC) Makurdi from August 2015 to February 2016. His great skills in coordinating the operational activities of TAC, particularly in the support of the mission in the North East earned him a "Letter of Commendation" from the Air Officer Commanding (AOC), TAC. This is just to mention a few of his sojourn in the military.

Aside from his military life, he has demonstrated an impactful and profound talent in maintaining a partisan relationship and he is passionate about Human capacity, women, youth, and community development among others.


In a chat with media men in his Jos residence, he displayed that he is quite versatile and well informed about political issues within the country, the state, and his hometown.

The Two-Star Retired General said his inspiration to join partisan politics was informed by the fact that having served meritoriously in various capacities in the military and with the current security challenges bedevilling our country, there’s a gap which he strongly believes that instead of him to retire and go and sit down in his farm, he strongly believes that he can still use his vast experience to serve his fatherland at this perilous times.

He said the National Assembly is the very vital organ of democracy where he believed, as a member he will have the opportunity to fill in those gaps he said ‘If you check very well, the Military is overstretched and the magnitude of violence of what these non-state actors are doing let’s be sincere to ourselves, not all Police can handle the kind of firepower some of this bandits have. So in essence, what are we going to do? The equipment and technology President Buhari has bought are enough to defeat these bandits. One of my motivations is security. Insecurity appears to be rearing its ugly head taller every day and I think I have a lot to do with security. He added

To achieve that, he said ‘the only way I can go about it is through representing my people in the southern zone Senatorial seat because you know zoning is a hot issue and I believe very well that Plateau people have gentleman agreement and so the best way is Senate’. ‘When I go in there by the grace of God, I guide my colleagues on the best way we’ll appropriate money and channel it in a way that it will give results.


AVM Bali further said ‘I realized that a lot of my people are in need of hospitals, Primary Health Care, ‘my cardinal objective why I joined politics is that I want to contribute to add value to the security of this country, to contribute and add value to the Primary Health Care of my senatorial district and also the education of my senatorial district amongst others.

Commenting on his military integrity and the alleged filthiness of politician AVM Bali said the issue of politicians dirtiness is just perception, he said ‘if you say the politics is dirty do we all sit and watch the dirty people determine how much tax we pay, how much the electricity bill we pay? We’ll watch the dirty people, allowing insecurity to knock on our doors?. ‘I don’t believe and I have prayed over it as a Christian. Remember God in His infinite mercy has given us grace and He is in us and I think I cannot just sit down and watch your alleged dirtiness that is leading me why can’t I go in there. ‘I think I’ll be able to wash and clear the ground for people like you to also come and see, he added.

AVM Bali also said he welcome the issues of direct primaries, he said ‘To me, as what the speaker House of Representatives said and I quote him he said if I want to be selfish and I vote for indirect primaries, I have all my delegates intact and unquote, I don’t want to be selfish, that’s why I’m supporting direct primaries to open the doors for the youths because direct primaries give powers to people to choose who they want to represent them. ‘You don’t need to be a godson to a godfather that will now carry delegates and go and hide somewhere to determine what those delegates will do. for me, direct primaries are very explicit. So to me, I support direct primaries and I think it opens the door for young people with the capacity and the competency to lead.

He said ‘because we’ve always been glued to this issue of integrity “ba Mai sata ba ne” when somebody has integrity, but he doesn’t have the capacity to rule honestly, the people surrounding him will steal. So let’s elect leaders with capacity and competence because democracy cannot build competence and capacity, but democracy can check made integrity. If you are a leader and you’re competent and have the capacity and you’re stealing, institutions will check you. But you are a leader that only has integrity you don’t steal how the institution check will people around you because they always said “wannan Mai gaskiya ne” meanwhile they are stealing.

AVM Bali said all along he has been working on this issue of delegates having meetings with stakeholders to try to see how many delegates are unground, but with the recent amendment bill that was passed into law for direct primaries, I told my campaign council, let’s us change strategy. We’re now working on direct primaries.  I’ve introduced another dimension; I’ve inaugurated Ward Coordinators in Qua’anpan, Shendam, and Mikang. As I am talking to you now, we’re inaugurating Wase, Langtang North, and Langtang South today. The essence is that, since these direct primaries will be done at the ward levels, let me have coordinators then God’s willing around January when the timetable for the primaries must be out, all the One thousand and something polling units in the entire southern zone I will call them polling unit mobilizes. So with these kinds of structures I have, by the grace of God, I think I will be able to pick the ticket of the People’s Democratic Party (PDP).

AVM Bali said ‘If by the grace of God, I’m able to pick the ticket of PDP and I win the main election itself in 2023, one thing I’ll do even as Senator-Elect is to ensure that I have a functional senatorial liaison office in the entire six local government areas. Honestly, youth and women are my priority. What I have for youth and women is to empower them. Through CBN intervention, we have a lot of federal government loans here and there. I’ll try and enrol a lot of them. Then, on the issue of securing them jobs as a Senator, I’m sure from my background, no matter what it takes, I’m sure I will be in a committee around defence and security forces, so I’ll try as much as possible to get as many youths as possible, provided they are healthy, from Wase, Langtang North and South, Mikang, Shendam, and Qua’anpan, into the military.

He added ‘If I’m able to convince my colleagues and we agree on this issue, to nip this security, of course, I’ll try and give them jobs, and at the end of it all, I’ll discourage thuggery. How am I going to do that? That’s why I have these liaison offices and I’m going to have things like monitors and there will be soft loans for women to start their business. They’ll be training these boys on skills acquisition such as laying of tiles so that instead of going to Togo to get those to do the job, people will be going to Wase and the Southern Zone to get those that can lay tiles for them. These are some of the plans I have if I am given the mandate to represent the good people of the Southern Plateau.

PROF DAKAS AND TEAM PAY CONGRATULATORY VISIT ON STATE APC CHAIRMAN,RUFUS BATURE.

Front line Governorship Aspirant and Lawyer,Prof Dakas CJ Dakas, SAN has described the State


Chairman of the All Progressives Congress,APC,Hon Rufus Bature as a bridge-builder who has reached to people across religious, ethical and other divides throughout his political journey.

He said Rufus Bature has made a tremendous mark positively in the hearts of many because he believes in standing by the unity of Plateau across fault lines that some people have or may want to use to divide us.

Professor Dakas CJ Dakas stated this while paying a congratulatory visit to the New APC State Chairman since his election recently.

Congratulating him on his emergence as State Chairman,Dakas eulogized him saying he had always remained resolute and determined in his activities since his being a member of the State Assembly and as leader of the Minority in the Assembly and did exceedingly well.


Prof Dakas then assured him of his support so as to succeed in the onerous task ahead of him adding that he has a great team to work with for the success of the APC in the state.

"I and my team are paying you this visit to show solidarity with you and your wonderful team on your emergence as Chairman of our great Party. We have a strong belief you will use your wealth of experience and further build the party preparatory to another success come 2023. We pray God gives you the wisdom to carry on and emerge victorious at the end sir"

Responding, Plateau State APC Chairman, Hon Rufus Bature thanked Professor Dakas and his team for the visit saying the movement is for all and the good of the people.

He said Prof Dakas has also payed his dues to the state as such eminently qualified to aspire for the top seat but noted that the people would form the nucleus of that reality as such he should sustain his engagements with them.


Describing the visit as the first since he came into office, Bature expressed joy over such and said his doors remain open to all party faithful as the consultations continue across the state.

He said from the last count he had, there were about thirty-two (32) persons and still counting gunning for the number one seat across various political parties in the state and urged them to go round and market themselves to the people they intend to serve.

Rufus Bature assured that the party will create a level platform for its members to compete across board as it will be a family affair.

Hajiya Salamatu Uba Ahmed a top woman leader who was also on the team thanked the State APC Chairman for accepting to see them within short notice saying he is a man with a very simple heart and should keep it up.

She said Professor Dakas has the pedigree and means well for the state hence their decision to pitch tent with the movement which will be for the people of plateau state.

Professor Dakas was accompanied by his wife, Beatrice as well as other supporters on the visit.

He said this act of wickedness and senselessness in killing people must not discourage the Irigwe and other affected communities but should build their spirits of collective resistance and stand firm as a people created and made to exist by God.

Professor Dakas who described the yet another killing of persons and destruction of property in Ta'agbe Community as sad challenged security agencies to restore some form of confidence in the people by arresting perpetrators of these repeated heinous crimes and bring them to book.

He commiserates with the Irigwe nation and also called for the activation of more synergized and proactive community intelligence gathering and activation of signals as well as a prompt response by security agencies to nip such in the bud.

He prayed God to comfort families and grant rest to the departed souls.

CONSTITUTIONALISM, PATRIOTISM AND HOPE IN NIGERIA: LESSON FROM USA

No nation could attain meaningful and sustained development in the atmosphere of turbulence and

chaos. For a nation to achieve progress, there has to be a functional set of rules and regulations that moderate and guide the conduct of the citizenry to mitigate the natural tendencies of humans to misbehave in a manner that could cause injury to others or distress to the polity as a whole.

constitutionalism is a political ideology that gives credence to be lawful. It is the process of living according to the dictates of laws or constitution which is always goal specific.

The development of the culture and practice of constitutionalism in the United States of America (USA) is a classic beauty to behold. While most nations, especially developing countries like Nigeria often fail in harkening to basic dictates of constitutional provisions, America has proven itself relatively faithful in doing so. Just recently when the country's President, Joseph Biden Jr was scheduled for what was referred to as "routine medical procedure", the president demonstrated with great patriotism the power of constitution and constitutionalism by way of seamless transmission of power to the Vice President, Kamala Haris through a letter transmitted to the Senate and addressed to the Senate President Pro Tempore, Honourable Patrick Leahy, on November 19, 2023.

Because of the importance of the letter to this discourse, the main body of it is reproduced here and it reads: 

"Dear Senator Leahy,

Today I will be under a routine medical procedure requiring sedation. In view of present circumstances, I have determined to transfer temporarily the powers and duties of the office of President of the United States to the Vice President during the brief period of the procedure and recovery.

In accordance with the provision of the section of the Twenty-Fifth Amendment to the United States constitution, the letter shall constitute my written declaration that I am presently unable to discharge the powers and duties of the office of the President of the United States. Pursuant to section 3, the Vice President shall discharge these powers and duties as Acting President until I transmit to you a written declaration that I am able to resume the discharge of those powers and duties.

Sincerely,

Joseph Biden, President of the United States of America." 

As I read and meditate on the soothing contents of this letter, my heart bleeds for Nigeria, my country because I was also reflecting on how difficult it has always been for Nigerian leaders (and followers) to do the needful even in critical and glaring cases of incapacitation. I remember, for instance, how difficult it was for power to be transferred to the then Vice President, Goodluck Ebele Jonathan when Late President Umaru Yar'Adua became very sick I'll and eventually died. In fact, there are clear indications that most Nigerian leaders would rather prefer to die in power than to die honouring the constitution they sow to protect which should not be the case.

But, by the way, what is the secret of America's breakthrough in the constitution and constitutionalism? Coyle (1957) provides a hint as follows: 'The (American) Federal Government created by the constitution was a synthetic sovereign state and it was made, not born; the living flesh that now covers its bones has been added by men who have made it to work - That is, by Americans practice the art of politics and sometimes of statesmanship.' In other words, pragmatic - cum -patriotic involvement and engagement of the citizenry is the magic behind America's towering profile in constitutionalism!

The constitution is the ground norm of a society or country. In the profound words of Madison (1957), one of the most respected 'Founding Fathers' and signatories to America's historic Constitution which heralded the country's independence on July 4, 1776, "The aim of every political constitution is, or ought to be, first, to obtain for rulers men who possess most wisdom to discern and most virtue to pursue the common good of the society and; in the next place, to take the most effectual precautions for keeping them virtuous while they continue to hold their public trust." A very noble objective here but, oftentimes, hard to be realised especially in developing countries like Nigeria that seems to be suffocating from many developmental contradictions.

Muhammad, Nazariah and Isa (2019) observed generally that, "The process of evolution/attainment and development of nation/statehood is not achieved overnight mistakes are made, lessons are learned; considerations, concession, compromises, sacrifices, loses, and gains are made; symbiotic, parasitic or commensalism relations and co-habitation occur and do change with time and circumstances; conflicts of different dimensions occur and never-ending, while controversies trail some other issues, even wars are sometimes fought and reconciliations made in the long or short run." The scholars further observed that "This is typical to the Nigerian state and her evolution and development process." What this implies is that Nigeria's development trajectory is fractured or dislocated by myriad problems and, therefore, in need of structural face-lift and constitutional coherence through altruistic motivations and patriotic pragmatism. But what is Patriotism, by the way?

Patriotism is the emotional attachment and love for one's country. It is an intrinsic and instinctive drive toward the achievement of pubic or national interest; instead of parochial or personal interest that is often rooted in greed fed by corruption. Patriotism is the oil that lubricates the wheel of nationalism, which can be described, succinctly, as the emotional desire for self-determination from all forms of serfdom or slavery. It is the anchor of hope for national liberation and transformation which is in all things most desirable in every given circumstance.

National transformation can be seen as a holistic and spontaneous change in the structural configuration of a country. It has to do with the sustained breakthrough in all facets of a country's life, be it economic, social, political, security and diplomatic relations. This breakthrough, for all intents and purposes, has to be seen to be practically reflected in the overall welfare and security of the lives and properties of the citizenry. This is exactly the level of development every nation, and Nigeria in particular craves for obvious reasons.

To be frank, the intense clamour for constitutional revolution or restructuring in Nigeria, especially, in the current democratic dispensation that began in 1999, is a clear pointer that most Nigerians are disenchanted with the slow pace of development in the country, given its abundant blessings in both human and material resources.

Despite Nigeria's huge potentials for development, most of the country's development indices: Human Development Index (HDI) which covers knowledge, purchasing power and Life Expectancy; Macroeconomic Indicators like unemployment and poverty, economic growth, inflation, interest rate, etc.; Terrorism Index and Corruption Index if not all, are showing bad signals. For instance, for  Nigeria's unemployment rate was as high as 33.3 percent throughout the last quarter of 2020 (Olurounbi, 2021). Apart from being rated '



the poverty capital of the world' from 2019 and still maintains status with over 86 million out of the over 209 million of it people living in abject poverty; it is ranked, 146th position out of 180 countries, as one of the most corrupt countries in the world too and also the Third most terrorised countries after Afghanistan and Iraq (World Data Lab, 2021,Transparency [TI] International, 2021 and Institute of Economic and Peace [IEP], 2021 respectively). Hence, the need to make adjustments as passionately canvassed by many but nearly frustrated apostles of restructuring in the country. 

The main thesis of this reflective expository essay is that the hope of Nigeria's breakthrough lies in the capacity to make the country's restructuring agenda human-driven. This is because the human factor is the single most important resource that could make or mare the ambition to develop. It takes human beings (citizens) to mobilise other resources, makes good laws and ensure they are followed to the latter. With pragmatic and patriotic citizens who are garnished or baked with sound emotional, social, intellectual and moral capital, changing the relevant aspects of the Nigerian constitution as the first step toward restructuring and living by the laws (constitutionalism) after they have been changed, will be a work over-exercise. In other words, with constitutionalism sustained by patriotism, Nigeria's dream of achieving greatness is guaranteed, all things being equal.


We cannot afford to live under the illusion that all is well in Nigeria; there are challenges, really, "But we must set new aims And go on growing that one day we may be The respected equals of all other nations" as Hendrik Lund (2012) will put it. There is hope for Nigeria: You and I can make the country work and for the good of all of us!
